Off-road projects create new paths or greenways, provide access around barriers (like railroad crossings, rivers, or roads), or fill gaps in existing bicycling or walking networks. TLC primarily funds off-road projects that improve access to destinations like residences, transit stops, employment centers, shopping, and schools. 

LRT Hiawatha Trail Downtown Connection

This project will create bicycle lanes along 3rd Street in Downtown Minneapolis from Hennepin Avenue to Norm McGrew Place and an off-street trail near the Metrodome from Norm McGrew Place to 11th Avenue. This project includes an extension of the 4th Street bicycle lane from Chicago Avenue to Norm McGrew Place.

University of Minnesota Trail

This project will provide an exclusive, direct route for bicyclists and pedestrians from Bridge #9 (allowing access to downtown Minneapolis) to Dinkytown and the University of Minnesota's East Bank, following a railroad corridor that ties directly to the transitway that leads to St. Paul.
